It is a naturally occurring soft sedimentary rock that crumbles into a fine white powder. It consists of the fossilized remains of diatoms, a type of hard-shelled microalgae. It is completely natural and often used in organic farming.

Can I recycle the stone mat?

Better than recycle—you can return it to the earth. If you ever decide to dispose of it, you can crush it up and use it in your garden as a soil aerator or moisture retainer for plants. It is beneficial to the soil.
